You deliver the goods on board at a UK port and clear UK export; the buyer nominates the carrier and pays sea freight to Jebel Ali. Use FOB only for sea — it does not apply to air cargo under Incoterms 2020.
For air freight to Dubai the correct term is FCA, not FOB. You hand the cleared goods to your carrier in the UK, and risk transfers from that point.
